On June 14, 2025, the Minnesota State Governor signed bill SF 3 into law to amend Minnesota Statutes 2024, section 116.943, concerning PFAS requirements in consumer products.
The bill SF 3 mainly expands the existing exemptions for the 11 product categories covered by the 2025 PFAS prohibitions. Under the revised rules, products containing intentionally added PFAS only in their electronic components or internal components will be exempt from the 2025 PFAS prohibition. In addition, several types of children’s vehicles are now excluded from the PFAS prohibition under the "juvenile products" category.
Following is the summary of PFAS requirements under Minnesota Statutes section 116.943, as amended by bill SF 3:

1. “Juvenile product” means a product designed or marketed for use by infants and children under 12 years of age: including children's car seats, clothing and toys, but does not include an electronic product:
(i) an off-highway vehicle, as defined in section 84.771, made for children;
(ii) an all-terrain vehicle, as defined in section 84.92, subdivision 8, made for children;
(iii) an off-highway motorcycle, as defined in section 84.787, subdivision 7, made for children;
(iv) a snowmobile, as defined in section 84.81, subdivision 3, made for children;
(v) an electric-assisted bicycle, as defined in section 169.011, subdivision 27, made for children; or
(vi) a replacement part for a vehicle described in items (i) to (v).
2. "Internal components" means internal parts of a product, whether permanently affixed or removable, that are designed and intended to not be touched by a person during intended use or handling. Internal components include parts of a product used for holding batteries regardless of whether the parts are touched when replacing batteries.
