On 9 July 2025, the European Commission proposed a directive to amend Appendix A of Annex II to the Toy Safety Directive 2009/48/EC, to add an entry on cobalt:

The directive is expected to be published in the Official Journal of the European Union (OJEU) in the last quarter of 2025. EU Member States shall adopt the directive within 6 months after the directive is published They shall apply those provisions from the date 7 months after the publication in the OJEU.
